Two draws, one dominant channel: NLPNP takes about 95% of invitations
The round held on October 23 sent all 120 of its invitations to NLPNP candidates and none through AIP. The October 29 round issued 85 invitations, 75 of them under NLPNP and 10 under AIP. Taken together, NLPNP received 195 invitations and AIP received 10.
| Draw date | NLPNP invitations | AIP invitations | Total |
|---|---|---|---|
| October 29 | 75 | 10 | 85 |
| October 23 | 120 | None issued | 120 |
| Two-round total | 195 | 10 | 205 |
In announcing the results, the province did not specify which NLPNP streams the two rounds drew from, nor did it disclose the sectoral or occupational breakdown of the candidates invited. Under the stream structure the province publishes, NLPNP currently comprises Skilled Worker, Express Entry Skilled Worker, International Graduate, International Entrepreneur and International Graduate Entrepreneur; every stream other than the two entrepreneur categories requires a job offer from a local employer.
AIP rebounds to 10 in a single round
The 10 AIP invitations issued on October 29 were the most in any single round since the August 26 draw, when 46 were issued. Across the rounds in between, AIP either issued a single invitation or none at all, a stark contrast with the first half of 2026, when AIP volumes routinely reached double digits and on one occasion exceeded 40 in a single round.
The shift is easier to see across the full year. In 2025 the province held 13 draws and issued 3,376 invitations, 903 of them through AIP, or 26.7%. In 2026 the number of rounds has climbed to 20 and the invitation count stands at 3,157, yet AIP accounts for only 407, or 12.9%. Provincial selection, in other words, is concentrating ever more heavily on NLPNP as the main channel.
| Period | Draw rounds | NLPNP invitations | AIP invitations | Total invitations | AIP share |
|---|---|---|---|---|---|
| Full-year 2025 | 13 | 2,473 | 903 | 3,376 | 26.7% |
| 2026 (to October 29) | 20 | 2,750 | 407 | 3,157 | 12.9% |
Year-to-date invitations now exceed the full-year nomination allocation
As of October 29 the province had held 20 provincial selection rounds in 2026, 15 of which issued invitations under both NLPNP and AIP. The Office of Immigration and Multiculturalism in St. John's has issued 3,157 invitations: 2,750 through NLPNP and 407 through AIP.
The invitation count has to be read alongside the nomination allocation Ottawa sets for the province. The federal government allocated Newfoundland and Labrador 2,854 nominations for 2026, divided into 2,379 for NLPNP and 475 for AIP. In August 2026 Ottawa agreed to add 1,000 NLPNP spots, lifting NLPNP from 1,379 to 2,379 and the provincial total to 2,854, which is 329 more than the 2,525 allocated in 2025. The province says the additional spots are meant to respond to employer demand for labour and for population growth, with a focus on rural communities and on public services such as health care, education and social supports.
On the numbers, NLPNP's 2,750 invitations amount to about 116% of its 2,379 allocation, while AIP's 407 represent about 86% of its 475, leaving some 68 spots unused. Invitations and nominations are not one-to-one: some invitees do not apply before the deadline and some applications are ultimately refused, so the province typically issues more invitations than it holds nominations. If the current pace holds, there is now limited room for further large-scale NLPNP draws before the end of the year, while AIP retains a modest margin.
After the invitation: two routes to a work permit
Invited candidates have 30 days to submit a complete application to the province: NLPNP candidates file a nomination application, while AIP applications are submitted as endorsement requests by the employer. The deadline previously stood at 60 days and is currently shortened on a temporary basis. Once a nomination or endorsement certificate is in hand, the applicant can apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence.
Work authorization in the interim depends on the program:
- NLPNP route: Under the federal temporary measure that took effect on June 9, 2026, eligible in-Canada base-stream PNP applicants may apply for a Bridging Open Work Permit (BOWP) before they have received an acknowledgement of receipt (AOR) for their permanent residence application. Documents accepted in place of an AOR include the confirmation email for the online PR submission together with the payment receipt, or an IRCC system status showing that the application has been received and is still in process. The same measure covers PNP employer-specific work permits that have already expired, as well as open work permits for the spouses of eligible PNP applicants. It remains in force until December 31, 2026.
- AIP route: Endorsees fall outside the scope of the BOWP but may apply for a dedicated employer-specific work permit valid for up to two years, which cannot be renewed. The four Atlantic provinces have also issued support letters to people whose permits were about to expire, allowing them to apply for a C18 closed work permit and keep working.
On processing times, as of early September 2026 a permanent residence application under the base PNP stream took about 13 months, and one under the enhanced PNP about 7 months. AIP applications fell from 38 months to 26 months on June 8, a 12-month reduction that still leaves them well above the federal service standard of 11 months.
Who gets invited: EOI profiles and nine priority criteria
Foreign nationals who want to immigrate to Newfoundland and Labrador through NLPNP or AIP must complete the following steps:
- Meet the eligibility requirements of AIP or of a specific NLPNP stream;
- Create and submit an Expression of Interest (EOI) profile online to enter the candidate pool;
- Receive an invitation to apply in a provincial selection round;
- Submit a nomination or endorsement application within 30 days of the invitation;
- Once approved, obtain a nomination or endorsement certificate and then apply to the federal government for permanent residence.
Each EOI profile is valid for 12 months, and candidates who are not invited within that period must re-enter the pool. Invitations are issued on the basis of priority criteria published by the province. The nine criteria it lists are: health care and health-related occupations; sales and service positions that support rural labour needs; jobs located outside major urban centres; occupations that are under-represented in the province compared with other provinces, such as business and finance, science and research, and trades and transport; an employer's past compliance and retention record; the applicant's likelihood of remaining in the province long term; graduates of the province's post-secondary institutions; applicants who help francophone communities grow; and the capacity of an employer or a community to support settlement and integration. The province stresses that meeting one or more criteria does not guarantee an invitation, and that the criteria may be adjusted during the year in line with labour market conditions and the allocation.
Background: provincial selection under demographic pressure
The province's selection tempo is closely tied to its demographics. Its fertility rate hit a record low in 2026, and the provincial government has opened public consultations on a population growth strategy, with immigration seen as one of the main ways to fill labour shortages and keep communities viable. At the federal level, allocations for several provinces were raised for 2026 by about 31% over early-2025 levels; the 1,000 additional spots Newfoundland and Labrador received in September are one example, alongside increases for Alberta, British Columbia and the Northwest Territories.
Seen in that light, the two late-October rounds are not an isolated fluctuation in tempo. NLPNP continues to absorb the overwhelming majority of invitations, AIP is running low under the combined weight of its allocation and its processing times, and the draw room left in the final two months of the year has already been substantially determined by the invitations released so far.
