Latest Manitoba Draw Results

On November 6, 2025, the Manitoba Provincial Nominee Program (MPNP) conducted its 22nd immigration draw of 2025, marking the first invitation round for November.

A total of 47 Letters of Advice to Apply (LAAs) were issued to candidates in the Skilled Worker Stream, which includes the following two pathways:

• Skilled Worker in Manitoba
• Skilled Worker Overseas

Of the 47 candidates who received an LAA, 10 also declared having a valid Express Entry profile and job seeker validation code.

Focus on Strategic Recruitment Initiatives

A key characteristic of this draw was that all invited candidates were required to have declared in their Expression of Interest (EOI) that they had been invited to apply under an MPNP Strategic Recruitment Initiative. Notably, candidates invited through such initiatives receive a bonus of 500 points in their EOI profile.

Important Notes for Applicants

The MPNP also noted that some candidates who met the selection criteria might not have received an LAA. Possible reasons include:

• The candidate stated they completed an approved third-party language test but failed to provide a valid test number, or the test had expired.
• The candidate indicated they were invited through a strategic recruitment initiative but did not provide a valid invitation number.

Furthermore, while this draw targeted candidates claiming full Manitoba licensure in a regulated occupation, the MPNP may refuse applications that lack proof that all provincial licensing steps have been completed or for those not genuinely working in a regulated profession.

2025 Nomination Allocation Increase and Future Outlook

The year 2025 has been a dynamic one for Canada's Provincial Nominee Programs (PNPs). At the beginning of the year, the federal government cut the 2025 nomination allocations for nearly all provinces by 50% compared to 2024 levels.

However, following successful negotiations between the Manitoba government and the federal government, the province's immigration allocation received a boost in October. Manitoba was granted an additional 1,489 nomination spots, bringing its total 2025 allocation to 6,239. This figure represents a 65% recovery of its 2024 allocation of 9,500 spots.

Manitoba is not the only province to secure a higher allocation this year. With the exception of Ontario and Prince Edward Island, most other Canadian provinces and territories have also successfully negotiated for increased nomination spaces in 2025.

Looking ahead, the outlook is even more positive. On November 4, the federal government released its 2026-2028 Immigration Levels Plan, which increases the permanent resident admission targets for 2026 by 66%. While the specific allocations for each province have not yet been announced, this policy shift strongly suggests that Manitoba will receive a higher number of nomination spots in the coming years than it did in 2025, allowing it to welcome more provincial nominees to the province.
