Newfoundland and Labrador's Latest Immigration Draw Invites Over 350 Candidates Through PNP and AIP

Immigration authorities in Newfoundland and Labrador announced the results of their latest immigration draw on September 12, 2025. In this ninth selection round of the year, a total of 353 Invitations to Apply (ITAs) for provincial immigration were issued to eligible candidates.

Draw Results in Detail

According to official data, the breakdown of invitations is as follows:

  • Newfoundland and Labrador Provincial Nominee Program (NLPNP): 218 invitations
  • Atlantic Immigration Program (AIP): 135 invitations

Notably, the 135 invitations issued through the Atlantic Immigration Program (AIP) represent the largest number for a single draw in 2025 to date, indicating the program is becoming a key channel for attracting talent to the province.

Year-to-date, the province has issued:

  • 2,018 invitations through the NLPNP; and
  • 586 invitations through the AIP.

Following negotiations with the federal government, Newfoundland and Labrador successfully increased its total 2025 provincial nomination allocation from an initial 1,050 to 2,050. Additionally, the province was allotted 475 immigration spaces under the Atlantic Immigration Program. These increased allocations provide a solid foundation for the province to welcome more skilled immigrants.

Analysis of Eligibility and Application Process

1. Newfoundland and Labrador Provincial Nominee Program (NLPNP)

Earlier this year, the province implemented a major reform to its NLPNP intake system, transitioning from a first-come, first-served model to an Expression of Interest (EOI) system.

Now, foreign nationals interested in immigrating through this program must first submit an EOI profile to the Office of Immigration and Multiculturalism (OIM). The OIM regularly reviews EOI submissions and invites qualified candidates in batches throughout the year. Only after receiving an ITA can a candidate proceed with a formal NLPNP application.

The key to receiving an invitation is for a candidate’s EOI profile to align with both the province's labour market needs and its evolving priorities. Currently, the province's priority sectors include:

  • Healthcare
  • Information and Communications Technology (ICT)
  • Aquaculture

2. Atlantic Immigration Program (AIP)

The Atlantic Immigration Program (AIP) is a federal program designed to help Canada's four Atlantic provinces (New Brunswick, Newfoundland and Labrador, Nova Scotia, and Prince Edward Island) attract and retain skilled workers.

To be eligible, candidates must meet a series of criteria, chief among them being a valid job offer from a designated AIP employer. The employer is responsible for endorsing the job offer. Additionally, applicants must meet specific requirements for education, language proficiency, work experience, and settlement funds.

Candidates wishing to settle in Newfoundland and Labrador through this program must also submit an EOI. Once a candidate meets all eligibility criteria, they will receive a mandatory settlement plan from the province and can then apply directly to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence.

A significant advantage of the AIP is that applicants can apply for a special two-year work permit while their permanent residence application is being processed. This allows them to arrive in Canada and begin working for their employer sooner, facilitating a smoother transition for new immigrants.
