Immigration, Refugees, and Citizenship Canada (IRCC) has recently launched the Francophone Community Immigration Pilot (FCIP), aiming to attract immigrants with intermediate French proficiency, particularly those who can secure jobs in priority occupations outside Quebec. The program was initially announced in March 2024, with further details revealed in December 2024.
The focus of this initiative is to provide a pathway for immigrants who wish to settle in Canadian Francophone communities. These individuals can apply for permanent residency (PR) by securing a job offer from a designated community employer, provided they meet other essential criteria. Below are the key details of the program.
Selected Communities for Participation
To obtain permanent residency through the FCIP, candidates must meet all other eligibility requirements and have a job offer from a designated employer in one of the selected communities. These employers can apply through the IRCC website to become designated employers.
IRCC has already begun training with economic development organizations in selected communities, ensuring that the communities can provide timely information to employers and potential permanent resident candidates regarding the application process and timelines. The selected communities include:
- New Brunswick
- Acadian Peninsula
- Ontario
- Sudbury
- Timmins
- Superior East Region
- Manitoba
- St. Pierre Jolys
- British Columbia
- Kelowna
Among these, Acadian Peninsula, Sudbury, Timmins, and St. Pierre Jolys are also part of IRCC’s “Welcoming Francophone Communities” initiative, which helps French-speaking immigrants settle and integrate into Francophone and Acadian communities in Canada.
Candidate Eligibility Criteria
Candidates wishing to participate in the FCIP must meet several eligibility criteria, including:
- Recommendation Certificate: Applicants must have a valid certificate of recommendation from an economic development organization when submitting their application.
- Genuine Job Offer: Applicants must provide proof of a genuine job offer from a designated employer that meets specific conditions.
- Work Experience: Applicants must have relevant work experience, though international graduates may be exempt from this requirement if they meet certain conditions.
- Language Proficiency: Applicants must demonstrate French language ability equivalent to Canadian Language Benchmark (CLB) level 5.
- Education: Applicants must have at least a secondary school diploma.
- Intent to Reside: Applicants must demonstrate the intention to reside in the designated community where they will be employed.
- Financial Capacity: Applicants must show that they have sufficient funds to support themselves and their family for one year in the designated community.
International graduates may be exempt from the work experience requirement if they meet specific conditions. All applicants must ensure that they hold valid temporary resident status (work permit, study permit, or visitor visa) when applying.

As IRCC continues to implement the program, more details about the designated community economic development organizations and employers are expected to be released in the coming weeks. With the addition of these communities, Canada’s Francophone immigration policies will offer quality immigration opportunities to more French-speaking individuals, while promoting economic growth and talent acquisition in these regions.
