On December 11, 2025, Immigration, Refugees and Citizenship Canada (IRCC) held the first category-based Express Entry draw of December, issuing 1,000 Invitations to Apply (ITAs) to candidates in the healthcare and social services category.
According to official information, candidates needed a minimum Comprehensive Ranking System (CRS) score of 476, and must have created their Express Entry profile before 7:44 a.m. (UTC) on November 26, 2025, to be considered.
Accelerated Draw Activity in December
This healthcare and social services draw marked IRCC’s third Express Entry round in December. Earlier, the department conducted the largest Canadian Experience Class (CEC) draw in nearly 16 months on December 11, the largest Provincial Nominee Program (PNP) draw of 2025 on December 8, and a large-scale French-language proficiency draw on November 28. The series of high-volume draws has made recent weeks one of the most active invitation periods for IRCC over the past year.
To date, IRCC has issued a total of 102,599 ITAs through the Express Entry system in 2025, underscoring the federal government’s sustained commitment to economic immigration.

Analysis: Healthcare and Social Services Remain a Long-Term Priority
Industry observers note that healthcare and social services professionals have become a long-term priority within Canada’s federal immigration strategy, driven by population aging, pressure on public healthcare systems, and growing community service needs. Through category-based Express Entry draws, IRCC is able to more precisely select candidates aligned with labour market demand without broadly increasing CRS cut-off scores. This category is expected to maintain a relatively stable draw frequency into 2026.
