Scheduled to take effect on January 1, 2026, these changes are a response to a surge in community endorsements that have far exceeded the province’s federal nomination allocations. To realign the program with provincial economic priorities and manage labor market pressures, Alberta will implement four core changes: establishing annual endorsement allocation limits for designated communities, setting a one-year validity period for candidate endorsement letters, introducing a TEER-based occupation assessment model, and enforcing a mandatory requirement for all in-Canada applicants to hold a valid work permit at both the time of application and assessment.

On November 12, 2025, Newfoundland and Labrador issued a total of 330 Invitations to Apply (ITAs) through the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP), marking the largest draw since July. With 220 invitations going to NLPNP candidates, the province continues to rely heavily on its provincial nomination channels. As the province reaches its 13th draw of the year and prepares for expanded federal PNP admission targets in 2026, nomination allocations may increase further.

On October 27, 2025, the Prince Edward Island Provincial Nominee Program (PEI PNP) conducted an unannounced draw, issuing 159 Invitations to Apply (ITAs) to eligible candidates. The selection specifically targeted international graduates from the University of Prince Edward Island (UPEI), Holland College, and Collège de l’Île who are currently living and working in the province. The move breaks from PEI’s regular draw schedule, signaling the province’s intention to accelerate its intake of skilled talent with local education and employment experience.

On October 22, 2025, Newfoundland and Labrador issued a total of 100 invitations through its Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP) — the lowest number of invitations in a single draw so far this year. Of these, 55 invitations were issued under the NLPNP and 45 under the AIP. The province did not disclose which specific NLPNP streams were included in this round, but as of now, Newfoundland and Labrador has held 12 selection rounds across both programs in 2025.

On October 17, 2025, Prince Edward Island (PEI) conducted its second-largest immigration draw of the year under the PEI Provincial Nominee Program (PEI PNP), issuing 160 Invitations to Apply (ITAs) for provincial nomination. The draw primarily targeted skilled workers already employed in the province in priority occupations, as well as international graduates from designated educational institutions. As of October 26, 2025, PEI has issued a total of 1,081 ITAs through its PNP this year.

Immigration, Refugees and Citizenship Canada (IRCC) has introduced Bill C-12, aiming to modernize and strengthen the management of Canada’s immigration system while addressing long-standing backlogs. If passed, the bill would grant the Minister expanded authority to pause or terminate the processing of certain immigration categories. Analysts suggest that the Start-Up Visa (SUV) program — already facing significant application backlogs — could be among the most directly affected, particularly for applicants supported by designated business incubators that fail to comply with Ministerial Instructions (MI72).

Between October 1 and October 7, 2025, the Alberta Advantage Immigration Program (AAIP) held three separate provincial nomination draws, issuing a total of 1,324 Invitations to Apply (ITAs). Among them, the Alberta Opportunity Stream (AOS) accounted for the majority, with 1,003 invitations, maintaining its lead as the province’s largest channel of nominations. The Accelerated Tech Pathway and Priority Sectors (Construction) streams, both aligned with the federal Express Entry system, targeted applicants in high-demand occupations. In addition, the Government of Alberta received an increase of 1,528 nomination spots in September, raising its total 2025 allocation to 6,403. As of October 10, the province had issued 4,228 nominations, leaving 2,175 available for the remainder of the year.

On September 26, 2025, the Newfoundland and Labrador Office of Immigration and Multiculturalism issued a total of 217 immigration application invitations through the Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP). This marks the first time since the province implemented an Expression of Interest system for both immigration programs in February of this year that the number of Atlantic Immigration Program invitations exceeded those for the Provincial Nominee Program. To date, the province has issued a cumulative total of 2,821 provincial immigration invitations in 2025.

The Prince Edward Island Provincial Nominee Program (PEI PNP) conducted its ninth draw of 2025 on September 19, issuing 129 invitations to foreign nationals through the Labour and Express Entry category. The province continues to maintain a pace of approximately one draw per month, with a strategic focus on skilled workers in high-demand sectors including healthcare, trades, and manufacturing. Against the backdrop of reduced 2025 provincial nomination allocations by the federal government, Prince Edward Island is adjusting its immigration strategy to prioritize candidates who can meet the province's economic and labour market needs.
