Adjustment to Canada’s Study Permit Policy: New Permit Required for Institution Changes Starting 2024

To enhance oversight of international students’ educational activities, the IRCC has announced that starting November 8, 2024, international students transferring between post-secondary Designated Learning Institutions (DLI) must apply for a new study permit. This adjustment aims to ensure that students’ educational activities align with permit conditions and clarifies transfer requirements across educational levels. Special provisions for transfers during the winter or spring 2025 terms are also addressed.

Key Details of the Policy Implementation

Transfer Requirements Across Educational Levels:

1. From Elementary to Secondary School

If your study permit remains valid and does not include restrictions, you do not need to amend or extend your study permit.

2. Changing Institutions (DLI) within Elementary or Secondary School

If your study permit remains valid and does not include restrictions, you do not need to amend or extend your study permit.

3. From Secondary School to Post-Secondary Education

You must apply to extend your current study permit to obtain a new one before attending a post-secondary institution.

Important Note: If you complete your secondary education earlier than expected, your study permit will expire 90 days after completing your program, regardless of the date listed on the permit.

4. From Post-Secondary Education Back to Secondary School

If you wish to transfer to a secondary school after completing a post-secondary program, you must apply to extend your current study permit to obtain a new one.

5. Changing Programs Within the Same Post-Secondary Institution (DLI)

As long as you continue to meet the conditions of your current study permit, you may proceed with your studies without needing a new permit.

6. Changing Post-Secondary Institutions (DLI)

You must apply to extend your current study permit to obtain a new one before transferring to a different institution.

Special Provisions for Transfers During Winter or Spring 2025 Terms

If students have received an offer of admission from a new DLI and plan to enroll in the winter or spring 2025 terms, they may continue studying while waiting for their permit extension under the following conditions:

  • Their current study permit remains valid and does not specify a particular DLI.
  • They have applied for a study permit extension.
  • They continue to meet all conditions of their existing study permit.

Risks of Study Permit Expiry and Important Considerations

  • If your original institution reports you as not registered or attending, your study permit may be rendered invalid or revoked.
  • Before transferring to a new DLI, ensure that the institution remains on the DLI list and is not on the suspended list.
  • In Quebec, transferring institutions requires applying for a new Certificat d’Acceptation du Québec (CAQ), except for transfers between vocational training centers.

How to Adapt to Policy Changes

1. Plan Ahead

Ensure your target institution complies with regulations and apply for a new study permit in a timely manner.

2. Prepare Documentation

Include the new offer of admission, a letter of explanation, and other supporting documents.

3. Comply Strictly with Current Study Permit Conditions

Avoid issues with your study permit that could affect your future education or immigration plans.

This policy adjustment emphasizes the transitional needs of students enrolling in 2025 and offers flexibility under specific conditions after the policy’s implementation. It reflects Canada’s commitment to the quality of education for international students while requiring them to be more meticulous and thorough in academic planning.
