Thunder Bay's RCIP Program Achieves Key Milestone: First List of Designated Employers Officially Released

Thunder Bay, a city located in Northwestern Ontario, has recently published the highly anticipated list of designated employers for its Rural Community Immigration Pilot (RCIP) program. The release of this key information provides a clear direction for foreign nationals worldwide who are interested in moving to Thunder Bay through this community-driven pathway and ultimately obtaining Canadian permanent resident status.

RCIP Program Overview

The RCIP program is designed as an "employer-focused" pathway to permanent residence.

At its core, overseas applicants must first secure a valid job offer from a "designated employer" within a participating Canadian community. This means that individuals choosing Thunder Bay as their immigration destination must target the businesses appearing on this newly released list for employment opportunities.

In Thunder Bay, the organization responsible for reviewing, evaluating, and ultimately designating eligible employers is the local Community Economic Development Commission (CEDC). Only companies approved by the CEDC are eligible to become designated employers for the RCIP program and extend job offers to potential overseas applicants.

Designated Employers and Application Process

However, merely receiving a job offer from a designated employer is not the sole requirement. Successfully applying for permanent residence through the Thunder Bay RCIP program requires meeting a range of comprehensive conditions. First, the position the applicant obtains must be one of the "priority occupations" under Thunder Bay's RCIP program, as previously announced by the city (Thunder Bay released this list last month). Furthermore, applicants must meet specific standards set by Immigration, Refugees and Citizenship Canada (IRCC) and the Thunder Bay community regarding work experience, language proficiency (official test scores are required), educational qualifications, and demonstrating sufficient funds to settle in Canada.

The RCIP program's application process involves two stages: community and federal government. Eligible overseas applicants who receive a job offer from a designated employer must first have that employer submit a candidate application to the Thunder Bay CEDC to seek a community recommendation. Obtaining a community recommendation letter is a necessary prerequisite for submitting a permanent residence application to the Canadian federal government. Once an applicant possesses a job offer from a designated employer, has received a community recommendation, and meets all federal immigration requirements, they can formally submit their application for permanent residence to Immigration, Refugees and Citizenship Canada (IRCC).

Participating RCIP Communities

Thunder Bay is the second community participating in the RCIP program to announce its list of designated employers, following the city of Timmins in Ontario. Timmins, which also participates in the Francophone Community Immigration Pilot (FCIP), released its list of designated employers last week.

The RCIP program currently includes a total of 14 participating communities across Canada. As of the time of publication, the communities that have released information about their priority sectors or occupations include:

  • Claresholm.
  • Timmins.
  • Brandon.
  • Sault Ste. Marie.
  • Thunder Bay.
  • North Okanagan-Shuswap.
  • North Bay.
