Each pathway carries distinct requirements related to investment amounts, business experience, language proficiency, and documentation. With frequent policy changes and complex due-diligence procedures, many applicants work with immigration lawyers or licensed consultants to select the right program, prepare documentation, and maintain compliance to improve approval outcomes and protect their investment.

On November 28, 2025, Immigration, Refugees and Citizenship Canada (IRCC) conducted another round of Express Entry invitations, issuing 6,000 Invitations to Apply (ITAs) under the French-language proficiency category. This round’s minimum Comprehensive Ranking System (CRS) cut-off was 408 — the second-lowest score recorded in 2025. It marks the eighth French-language draw of the year and the third-largest overall. With this round completed, French-speaking candidates have now received 42,000 ITAs in 2025, continuing to lead all categories. Minimum scores and invitation numbers varied by stream, reflecting the province’s continued 2025 strategy of prioritizing candidates with high economic impact.

The Ontario Immigrant Nominee Program (OINP) has suspended its Express Entry Skilled Trades Stream effective November 14, 2025, following a major program review that identified systemic misrepresentation and potential fraud. As part of the suspension, all in-progress applications will be returned with full refunds. The province states that the program’s current structure must be redesigned to ensure limited nomination spots benefit genuine candidates addressing Ontario’s skilled trades shortages. Affected applicants may submit a new Expression of Interest under another OINP stream if eligible.

On November 6, 2025, the Quebec government announced that it will permanently close one of its most popular pathways to permanent residence—the Quebec Experience Program (Programme de l’expérience québécoise, PEQ)—which includes the Quebec Graduates Stream and the Temporary Foreign Workers Stream. Both streams will officially end on November 19, 2025. At the same time, three permanent immigration pilot programs will also conclude as scheduled on January 1, 2026. This means that, going forward, foreign workers and graduates seeking to obtain permanent residence in Quebec will only be able to apply through the Skilled Worker Selection Program (PSTQ).

Immigration, Refugees and Citizenship Canada (IRCC) conducted the third-largest Express Entry draw of 2025 on October 29, issuing 6,000 Invitations to Apply (ITAs) to candidates with French-language proficiency. The minimum Comprehensive Ranking System (CRS) score required for this draw was 416. This result highlights IRCC’s continued commitment to supporting French-speaking communities across Canada through its language-focused immigration policies. So far, French-speaking candidates have received the most invitations this year, underscoring the federal government’s priority on promoting bilingualism and balanced demographic growth.

The Ontario government has announced plans to expand its “As of Right” labor mobility framework effective January 1, 2026, adding 16 regulated healthcare professions such as dentists, psychologists, dietitians, and midwives. This change will allow certified professionals from other Canadian provinces to obtain Ontario work authorization within as little as 10 days, compared to the current process, which can take up to six months. At the same time, physicians and nurses will be able to receive certification in as few as two business days. The move aims to address Ontario’s ongoing healthcare labor shortages while improving mobility for both Canadian and internationally trained professionals seeking to build long-term careers in the province.

Between October 6 and 9, 2025, the New Brunswick Provincial Nominee Program (NB PNP) held three consecutive draws, issuing invitations to apply to over 500 candidates. The draws were conducted through two main categories: the New Brunswick Express Entry stream for individuals employed in the province, and the Skilled Worker stream for those working in priority occupations. The provincial government also reminded applicants that not all applications submitted in response to these draws will be processed by the end of 2025.
