Immigration, Refugees and Citizenship Canada (IRCC) held a new Express Entry draw on December 10, issuing 6,000 Invitations to Apply (ITAs) to candidates under the Canadian Experience Class (CEC). This marks the largest CEC-specific draw since July 2024. The Comprehensive Ranking System (CRS) cut-off fell to 520—significantly lower than the steady 533–534 scores seen over the previous five CEC draws—bringing renewed opportunity to many inland applicants. With this update, the total number of ITAs issued through Express Entry in 2025 has reached 101,599.

Canada offers multiple immigration pathways for individuals who wish to immigrate through entrepreneurship or business investment, including the federal Start-Up Visa (SUV), several federal work permit categories, provincial entrepreneur programs, and the Quebec Immigrant Investor Program. Each pathway carries distinct requirements related to investment amounts, business experience, language proficiency, and documentation. With frequent policy changes and complex due-diligence procedures, many applicants work with immigration lawyers or licensed consultants to select the right program, prepare documentation, and maintain compliance to improve approval outcomes and protect their investment.

Immigration, Refugees and Citizenship Canada (IRCC) conducted another Express Entry draw on November 26, 2025, inviting 1,000 Canadian Experience Class (CEC) candidates to apply for permanent residence. This round set a minimum Comprehensive Ranking System (CRS) score of 531—the lowest CEC cut-off since July—and ended a five-draw streak where the CRS threshold was locked at 533 or 534. To date, IRCC has issued a total of 88,476 Invitations to Apply (ITAs) through the Express Entry system in 2025.

On November 12, 2025, Newfoundland and Labrador issued a total of 330 Invitations to Apply (ITAs) through the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP), marking the largest draw since July. With 220 invitations going to NLPNP candidates, the province continues to rely heavily on its provincial nomination channels. As the province reaches its 13th draw of the year and prepares for expanded federal PNP admission targets in 2026, nomination allocations may increase further.

On November 12, 2025, Immigration, Refugees and Citizenship Canada (IRCC) conducted a new round of Express Entry invitations, issuing 1,000 Invitations to Apply (ITAs) to candidates under the Canadian Experience Class (CEC). The minimum Comprehensive Ranking System (CRS) score required was 533, and candidates needed to have created their Express Entry profile before 3:39 a.m. Coordinated Universal Time (UTC) on October 17, 2025. To date, IRCC has issued more than 82,000 ITAs in 2025, with CEC, French-language category, and Provincial Nominee Program (PNP) draws remaining key priorities.

On November 6, 2025, the Quebec government announced that it will permanently close one of its most popular pathways to permanent residence—the Quebec Experience Program (Programme de l’expérience québécoise, PEQ)—which includes the Quebec Graduates Stream and the Temporary Foreign Workers Stream. Both streams will officially end on November 19, 2025. At the same time, three permanent immigration pilot programs will also conclude as scheduled on January 1, 2026. This means that, going forward, foreign workers and graduates seeking to obtain permanent residence in Quebec will only be able to apply through the Skilled Worker Selection Program (PSTQ).

On October 22, 2025, Newfoundland and Labrador issued a total of 100 invitations through its Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP) — the lowest number of invitations in a single draw so far this year. Of these, 55 invitations were issued under the NLPNP and 45 under the AIP. The province did not disclose which specific NLPNP streams were included in this round, but as of now, Newfoundland and Labrador has held 12 selection rounds across both programs in 2025.

Immigration, Refugees and Citizenship Canada (IRCC) conducted a new round of Express Entry invitations on October 28, 2025, issuing 1,000 Invitations to Apply (ITAs) to candidates in the Canadian Experience Class (CEC) category. To be eligible for this draw, candidates needed a minimum Comprehensive Ranking System (CRS) score of 533 and must have created their Express Entry profile before 4:16 a.m. UTC on March 21, 2025. This was the 11th CEC-specific draw of 2025, and the fourth consecutive CEC draw with a consistent invitation size of 1,000 and CRS cut-off around 533–534 points — demonstrating continued stability in this program’s selection trend.

Between October 6 and 9, 2025, the New Brunswick Provincial Nominee Program (NB PNP) held three consecutive draws, issuing invitations to apply to over 500 candidates. The draws were conducted through two main categories: the New Brunswick Express Entry stream for individuals employed in the province, and the Skilled Worker stream for those working in priority occupations. The provincial government also reminded applicants that not all applications submitted in response to these draws will be processed by the end of 2025.

On September 26, 2025, the Newfoundland and Labrador Office of Immigration and Multiculturalism issued a total of 217 immigration application invitations through the Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP). This marks the first time since the province implemented an Expression of Interest system for both immigration programs in February of this year that the number of Atlantic Immigration Program invitations exceeded those for the Provincial Nominee Program. To date, the province has issued a cumulative total of 2,821 provincial immigration invitations in 2025.
