The July 6 draw: 534 invitations at 708

On July 6, 2026, Immigration, Refugees and Citizenship Canada (IRCC) held the month's first Express Entry draw, extending targeted invitations to candidates in the Provincial Nominee Program (PNP). The round issued 534 Invitations to Apply (ITAs) with a Comprehensive Ranking System (CRS) cut-off of 708. Under the eligibility rules published by the department, candidates had to satisfy two conditions at once: a CRS score of at least 708, and an Express Entry profile created before 2:49 p.m. UTC on June 4, 2026.

Why PNP cut-offs run high: the 600-point boost

A cut-off of 708 looks far higher than those in other categories, but it does not mean the invited candidates are inherently stronger. Under the current rules, any candidate holding an "enhanced" provincial nomination automatically receives an additional 600 CRS points the moment that nomination is recorded in their Express Entry profile. In other words, the 708 threshold already contains those 600 points, and the "base score" of the invited candidates in fact sits only in the range of little more than one hundred points. This mechanism keeps PNP cut-offs persistently above 700 and makes them incomparable with the roughly low-500s thresholds of the Canadian Experience Class (CEC) or the around-400 thresholds of French-language draws.

Putting the year's low in context

High as the number may seem, 708 remains the lowest PNP cut-off of 2026. Across the year's 13 PNP draws, the cut-off climbed from 711 at the start of the year to a broad plateau between 786 and 805 from March through May, peaking at the year's high of 805 on May 25 before easing to 730 on June 22 and falling further to 708 in this round. Viewed over a longer horizon, it is also the category's lowest cut-off since the draw of November 25, 2025, which stood at 699.

The easing of the cut-off is not unrelated to policy shifts in the federal PNP allocation. In early 2025, Ottawa cut the permanent resident (PR) landing target for provincial nominations by roughly 50 percent from the prior year, from 120,000 to 55,000, which for a time left nomination-holding candidates relatively scarce in the pool, intensified competition, and pushed cut-offs upward. In the latest 2026-2028 Immigration Levels Plan, however, the PNP landing target has rebounded to 91,500, an increase of about two-thirds over the previous version. Some analysts believe the effect of the larger allocation is gradually working its way through to the draws, creating room for the recent decline in PNP thresholds.

The 2026 pattern: a focus on candidates already in Canada

Across the year, IRCC's 2026 Express Entry draws have leaned distinctly toward applicants already inside Canada, particularly those with Canadian work experience or an existing provincial nomination. That orientation follows from category-based selection, a mechanism in place since 2023 that allows the immigration minister to issue targeted invitations to specific groups in line with economic priorities. Announcing the year's categories in February 2026, Immigration Minister Lena Metlege Diab described Express Entry as central to Canada's efforts to attract and retain the skilled workers it needs, adding, "We're not waiting for the right people to find us."

As of July 6, 2026, IRCC has held 35 Express Entry draws over the year, broken down by category as follows:

By volume of invitations, of the 89,601 ITAs issued across 2026, the Canadian Experience Class (CEC) and French-language proficiency draws are the clear front-runners, at 41,250 and 30,500 respectively; the PNP category, though it accounts for the most draws, has issued just 5,939 ITAs in total because each round is limited in size.
