
184 Candidates Invited in Manitoba’s December 5 Draw, Highest Since October
On December 5, 2025, the Manitoba Provincial Nominee Program (MPNP) released new results from its first draw of the month, inviting 184 candidates through the Skilled Worker Stream. Invitations were issued to candidates under both the Skilled Worker in Manitoba and Skilled Worker Overseas pathways.
This marks the largest number of LAAs issued in a single draw since October 9, 2025.
Since June, MPNP draws have consistently focused on individuals selected through strategic recruitment initiatives — a pattern maintained in this round.
Breakdown of Strategic Recruitment Invitations
Based on information declared by candidates, the 184 LAAs issued were distributed as follows:

The Temporary Public Policy (TPP) category accounted for the majority of invitations.
A total of 61 candidates included a valid Express Entry profile number and job seeker validation code.
Deadlines Approaching for TPP Open Work Permit Applications
The MPNP notes that candidates applying for an Open Work Permit (OWP) under the Temporary Public Policy (TPP) must first obtain a Manitoba Support Letter.
Key deadlines include:
- Manitoba Support Letter application deadline: December 16, 2025, at 12:59 a.m. EDT
- Work permit application deadline to IRCC: December 31, 2025 (policy expiry date)
Eligible candidates are encouraged to apply promptly to ensure they meet the federal policy timeline.
Why Was I Not Invited Despite Meeting the Criteria?
The MPNP explains that some candidates who met the selection criteria in their Expression of Interest (EOI) profile may not have received an invitation due to:
- Reporting completed language testing but providing an invalid test number, or having expired test results;
- Claiming participation in a strategic recruitment initiative but failing to provide a valid invitation number.
What Is a Strategic Recruitment Initiative?
Strategic recruitment initiatives help Manitoba employers attract skilled international workers to address labour shortages.
Candidates may be assessed on factors such as:
- Language proficiency
- Work experience
- Education
- Age
- Stream-specific requirements
Employers wishing to participate must meet job-specific eligibility criteria and complete Manitoba’s ABC Recruitment Process. Once approved, they may forward eligible candidate information to the Employer Services division.
If a candidate has significant ties to another province — such as prior work or study experience — the MPNP may determine they are less likely to settle permanently in Manitoba, which may result in refusal by either Employer Services or the MPNP.
