On October 9, 2025, Manitoba conducted its first draw of the month (Draw #255), issuing a total of 862 Letters of Advice to Apply (LAAs) to candidates.
Skilled Worker in Manitoba Category
In this draw, 583 Letters of Advice to Apply were issued to candidates employed in Manitoba who met one of the following conditions:
- Currently employed in healthcare-related occupations in Manitoba
- Currently employed in home support worker and caregiver-related occupations
Specifically, candidates' occupations must align with the following categories under the National Occupational Classification (NOC):

Strategic Recruitment Initiative Invitations
In addition to the 583 invitations mentioned above, 279 Letters of Advice to Apply were issued to candidates who were directly invited through strategic recruitment initiatives. These candidates may have come from either the Skilled Worker in Manitoba or Skilled Worker Overseas pathways.

- Francophone Community: 43
- Regional Communities: 8
- Ethnocultural Communities: 3
- Temporary Public Policy to Facilitate Work Permits for Prospective PNP Candidates (TPP): 180
This marks the second consecutive round in which the Manitoba Provincial Nominee Program has prioritized Temporary Public Policy candidates through its skilled worker pathways. This policy is jointly supported by Immigration, Refugees and Citizenship Canada (IRCC) and the Government of Manitoba, aimed at providing Open Work Permits (OWPs) to skilled workers in selected provinces.
Express Entry Candidate Invitations
Of the 862 Letters of Advice to Apply issued in this draw, 203 were given to candidates who also held valid federal Express Entry profile numbers and job seeker validation codes.
Possible Reasons Some Candidates Did Not Receive Invitations
If a candidate's profile met the specific selection criteria for this draw but did not receive a Letter of Advice to Apply, possible reasons include:
- Candidates declared having completed an approved third-party language test but did not provide a valid test number in their Expression of Interest (EOI), or their test results had expired
- Candidates declared having received an invitation from the MPNP under a strategic recruitment initiative but did not provide a valid invitation number
Additionally, candidates working in regulated occupations must hold the relevant valid Manitoba professional license. Regulated professionals who received invitations must provide proof of completing all necessary licensing steps to maintain the validity of their invitation; failure to do so may result in application rejection.

These candidates typically possess specific professional experience currently lacking in the province's labor market. It is worth noting that candidates may also be invited based on their French language proficiency, reflecting Manitoba's commitment to developing its Francophone community.
